Driving towards a green future, the Union government has decided to implement the new old vehicle scrapping policy in UP, prohibiting all unfit and pollution-causing vehicles to ply across the state with immediate effect. Now, all petrol vehicles over 15 years and diesel vehicles older than 10 years will be categorised as ‘unfit’, seized and sold as junk or scrap. Uttar Pradesh is notably the first state in India to implement the Centre’s Vehicle Scrappage Policy, which enables the administration to declare a vehicle as junk if the standards are not met. All petrol and diesel vehicles that are aged 15 and 10 years, respectively are on the radar, read reports. Besides them, all vehicles that fail to pass the fitness test three times will be declared as junk and destroyed. Their online registration will also be nullified.
If a driver does not want their vehicles to be sold as scrap, they have to ensure that their vehicle has designated pollution and fitness certificates. However, owners are encouraged to sell the vehicle if it has exceeded the stipulated age.
For this, the Transport Department will pay 6% of the scrap value to an individual, followed by a 5% discount on the purchase of a new automobile. Drivers shall also be given a certificate for giving up cars under this scrap policy, which will fetch them about 25% tax exemption during the new purchase.
The Scrap Policy is expected to categorically reduce pollution caused by vehicular emissions, while also limiting the rate of road accidents in UP. It will also help to cut down the cost spent by an individual on recurring repairs, Transport Department officials said.

While the Transport Department has made provisions for a scrap facilitation centre in Lucknow, the public is also allowed to open scrap depots as selling centres for old vehicles. Any person, firm, trust or institution fulfilling the conditions of the Transport Department can launch a scrap centre, after due registration. Interested persons can apply by visiting the national, single-window website https://www.ppe.nsws.gov.in/scrappagepolicy, by uploading a character certificate and other necessary documents.
