The Central Government has approved the construction of the National Maritime Heritage Complex (NMHC) in Lothal, near Ahmedabad, which is set to become the world’s largest maritime museum. This project will showcase India’s 4,500-year-old maritime heritage and is expected to create around 22,000 jobs. The development is being overseen by the Ministry of Ports, Shipping, and Waterways.
The NMHC will feature a range of attractions, including a Lighthouse Museum and a five-dimensional theatre offering interactive experiences. The project will be completed in two phases, with the master plan designed by renowned architect Hafeez Contractor. Tata Projects Ltd has been assigned the construction work for Phase 1A.
Construction in 2 phases, to feature multiple attractions
The development will proceed in multiple stages.
Phase 1A will include an NMHC museum housing 6 galleries, one of which will showcase the Indian Navy and Coast Guard, making it one of the largest of its kind in the country. Phase 2 will expand the complex to include pavilions representing India’s coastal states, a hospitality zone, a real-time recreation of Lothal City, a maritime institute with accommodation facilities, and four theme-based parks.
Phase 1A is currently under construction and has achieved over 60% physical progress, with completion expected by 2025. The Cabinet has granted in-principle approval for Phase 1B and Phase 2, with plans to raise funds through voluntary contributions before execution.
To manage the future phases, a separate society will be established, governed by a council led by the Shipping Minister. Phase 1B will add 8 more galleries and the world’s tallest lighthouse museum, as well as a “bagicha” complex with parking and a food court.

Phase 2 will introduce pavilions representing coastal states, a maritime-themed eco-resort, museum hotels, a maritime institute and hostel, and various theme-based parks.
