In wake of a possible fish famine fear, the Goa government has recently notified the State Mariculture Policy 2020 to carry out open sea cage fish culture in state waters to increase the fish productivity. As per marine experts, pollution near Goa's rivers and off the coastline along with illegal practices of fishing, overfishing, bull trawling and LED fishing have created a situation of fish famine here. To alter the same, the new cage fishing culture has been suggested to boost the quantity and quality of the catch.

To put it simply, cage fishing is a technique that focuses of the growing of fishe in existing water resources while being enclosed in a net cage. This semi-permeable net keeps large toxins and pollutants out which allows free flow of water. Earlier, the Union too had sanctioned ₹400 crores for setting up the infrastructure to support the same.
