The Lucknow Development Authority has outlined a strategic framework for the establishment of the Uttar Pradesh State Capital Region (UPSCR). The project aims to integrate five key districts i.e. Barabanki, Sitapur, Unnao, Hardoi, and Rae Bareli—around Lucknow.

The UPSCR development plan will focus on seven crucial sectors: economic growth, social welfare, healthcare, education, housing, transportation, and regional conservation. These initiatives will drive sustained progress across the region over the next 25 years, mirroring the development model of Delhi-NCR.

Of particular significance is the enhancement of transportation networks within the surrounding districts. Plans include the introduction of dedicated bus corridors, metro extensions, and local rail services to strengthen connectivity with Lucknow, replicating the seamless transport systems seen in the National Capital Region (NCR).
