Uttar Pradesh Govt mandates online leave and service applications, starting February 1

In a major digital push, the Uttar Pradesh Government is set to mandate online processing of all leave applications and service-related matters for its 8.5 lakh employees, starting February 1. The new system, operating through the Manav Sampada portal, will replace the traditional offline application process.

The upcoming directive, expected to be issued from the Chief Secretary's office, makes it compulsory for employees to process everything, from regular leave to child care leave, through the digital platform. Additionally, transfer-related procedures, including charge handover and takeover, must be completed online.

Despite previous instructions to digitise service books and leave applications, many departments have shown partial compliance. To ensure full adoption, the government plans to introduce penalties for non-compliance with the new digital system. Officials say the online-only system will reduce paperwork delays and improve transparency in leave management across state departments.
