The Mumbai Metropolitan Region Development Authority (MMRDA) has begun preparing the DPR for a 70 km Integrated Tunnel Road Network, proposed as Mumbai’s next major mobility layer beneath the existing road and metro systems. Worth ₹1.05 trillion, the network will connect Mumbai Coastal Road, Bandra Kurla Complex High Speed Rail Station, and Chhatrapati Shivaji Maharaj International Airport.
The project will be executed in three stages.
Phase 1: 16 km Worli Sea Link to BKC to Airport loop
Phase 2: 10 km East-West Link
Phase 3: 44 km North South Corridor
Approval for the consultant appointment was given on September 30. The tender was issued on October 10, a pre-bid meeting took place on October 17, and bid opening is scheduled for November 17.
The appointed consultant will review geological conditions, environmental impact and socio-economic factors, prepare tunnel designs, and support MMRDA with the bidding process. The DPR will determine overall feasibility before the project moves into construction.
Once operational, the tunnel network will function as an underground expressway, diverting traffic from major surface routes and speeding up movement between major hubs including South Mumbai, BKC, and the airport. It will also ease pressure on the Western Express Highway and SV Road.
The corridors aim to strengthen east west and north south connectivity while supporting the city’s long-term ‘Mumbai in Minutes’ mobility vision.
