Reportedly, the Additional Chief Secretary has instructed the officials to revamp the distribution of water through tankers by using a three coupon system and a GPS tracking system. When the 'Summer Contingency Plan' was being deliberated upon with the officials, the pros and cons of using an OTP system were also evaluated.
