The third time is when a festival stops being an experiment and starts being a habit. Dussehra Carnival 3.0 in Kanpur has become the one place where festive shopping, entertainment and food happen together, with the kids handled and the brands waiting. Nobody has to split up to cover everything, which is rare for a family and rarer for a festival.
