One year short of completing a century of establishment, the Board of High School and Intermediate Education in UP is all set to update and recondition its act and regulations. The primary idea is to do away with all outdated and/or irrelevant provisions of the Act and include new ones, if needed, holding relativity against timeliness.
Century-Old Board systemises makeover!
The Uttar Pradesh government has undertaken a decision to initiate in-depth scrutiny of the Intermediate Education Act, 1921 that initially paved the way for the setting up of the UP Madhyamik Shiksha Parishad, as the board was formally set up as in 1921. Almost a century later, in 2020, the board is counted amongst the largest examination bodies of the world! With this scaled-up size, the move to re-construct founding Acts and regulations will directly affect around 12.5 million (1.25 crore) students enrolled in over 28,000 schools affiliated to the Board across the 75 districts of Uttar Pradesh.
The board has grown from merely enrolling 5,655 students for its maiden exams in 1923 to a mountainous tally of 5.61 million (56.1 lakh) students in 2020. The board conducts examinations for around 3.02 million candidates in High School and 2.58 million students for Intermediate exams.
Director (secondary education) Vinay Kumar Pandey, has set up four panels for the revamp of the Act. These panels have been directed to submit their recommendations within 15 days after undertaking a review of its different sections. Besides this, the UP Board secretary Divyakant Shukla said that the Board secretary will be heading one-panel committee. This body will comprise of the additional secretary (administration) Shivlal, and other additional secretaries of all five regional offices of the UP Board as members. “This committee will study all sections and submit a proposal with recommended amendments that it deems necessary,” he said.
Special attention has been given to the scrutiny of sction 16 of the Act. For making suggestions for changes in it, three separate panels have been formed, headed by joint directors (secondary education) from the districts of Jhansi, Bareilly and Ayodhya, respectively.
