DPR cleared for 55 km Uttan-Virar Sea Link, setting up Mumbai’s full coastal ring road

To expand Mumbai’s coastal mobility network, Maharashtra government has approved the Detailed Project Report (DPR) for the Uttan-Virar Sea Link (UVSL). The project involves a high-speed, eight-lane corridor designed to connect Uttan to Virar through a 24.35 km sea bridge, supported by nearly 31 km of approach roads.

UVSL will form the northernmost arm of Mumbai’s planned coastal ring road, which will eventually allow uninterrupted travel from Nariman Point to Virar and, later, Palghar.

Highlights of the project

• Sea link stretch: 24.35 km (Uttan–Virar)

• Approach roads:

  • 9.32 km Uttan connecting road

  • 2.5 km Vasai connecting road

  • 18.95 km Virar connecting road

• Estimated cost: ₹58,754 crore

• Funding:

  • MMRDA to raise ₹44,332 crore via foreign lenders (JICA under consideration)

  • State government share: ₹11,116 crore (taxes, land acquisition, rehab)

  • MMRDA contribution: ₹3,306 crore

How will the UVSL impact travel?

It will form a critical link in the state’s larger coastal road network, which includes:

• Mumbai Coastal Road

• Bandra–Worli Sea Link

• Bandra–Versova Sea Link (under construction)

• Versova–Bhayandar elevated coastal corridor

Once all stretches are complete, commuters will gain a high-speed route from South Mumbai to Virar.

Further, Virar connector will directly integrate the sea link with the Delhi–Mumbai Expressway, allowing long-distance traffic from Delhi and Gujarat to enter Mumbai through the coastal corridor rather than through stressed western suburban routes. Moreover, UVSL will serve as the southern anchor for the proposed coastal expressway extending up to Vadhvan Port in Palghar. This would create a high-speed freight corridor, reducing cargo movement through suburban roads.
