An ambitious project of the Gujarat government, the first phase of Dholera Special Investment Region (DSIR) is near completion. The central government has pumped in over ₹2,700 crore to build the basic infrastructure over 22.54 sq. km, while the total area will be capped at 920 sq. km, which will be developed as an activation zone for industrial and residential uses.
Dholera SIR is basically a greenfield industrial city in Ahmedabad, planned and managed by an SPV named Dholera Industrial City Development Limited (DICDL). It has been incorporated between the Government of India, represented by NICDIT, and the State Government represented by Dholera Special Investment Region Development Authority (DSIRDA).

The Dholera Special Investment Region (DSIR) is envisaged to be a world class destination with efficient infrastructure opportunities for setting up of manufacturing units which will help in increasing the industrial output of the country and create job opportunities. It is planned with access to other industrial cities like Ahmedabad, Rajkot, Baroda. The state government has even started allotment of lands in DSIR.
As per reports, the Gujarati government owns 51% of the SPV through DSIRDA, and the Indian government owns 49% through DMIC Trust.
