Unlock 3 in Lucknow: Gyms to open, weekend lockdown to continue

An order stating the Unlock 3 guidelines has been issued by the Chief Secretary of Uttar Pradesh. The state has issued detailed rules and regulations, which are to be followed from August 1 to August 31. From restrictions to relaxations in containment zones and green zones, here’s everything Lucknowites need to know about Unlock 3:

Unlock 3 Explained

A new set of guidelines, procedures and protocols to be followed in Uttar Pradesh have been released as part of the Unlock 3, that will be observed from August 1 to August 31. The order entails all that that is allowed to open in the third phase of the nation-wide unlock and that too which will remain under lockdown.

Although, permission for online remote education will continue as before, Unlock 3 does not warrant work permission to any educational institutions including schools, colleges or coaching classes. All cinema halls, swimming pools, amusement parks, theatres, bars, auditoriums, and assemblies will remain shut.

Gyms and yoga institutes are allowed to re-open from August 5 onwards but will have to ensure arrangements for following proper social distancing norms. All International flights, except those permitted by the Government of India, will also remain shut. Metro services will remain under lockdown as well. All activities and events pertaining to any social, religious, amusement, entertainment, educational, cultural, and religious significance are further prohibited.

Containment Zones

A complete lockdown will be observed in the containment zones till August 31. Regions shall be designated as containment zones by the DM himself and the updated status of these would be notified on the website. This information will be then forwarded to the Central Health and Family Welfare Minister (MoHFW)and Department of Home and Health. To have a systemised control over the rising number of cases, the movement of people in and out of these regions will be restricted, except for medical emergencies and essential services. There will be door to door surveillance in these regions.

Buffer Zones

Places outside containment zones where there is a possibility of Covid-19 infection shall be identified as buffer zones. Necessary restrictions can be imposed in these buffer zones by the district administration. Based on the evaluation of the situation outside containment zones, certain activities may be banned, however, there will be no restriction on intra-state and inter-state transportation of commodities or goods. It also includes permission for cross border transportation as per the conditions of the federations of the neighbouring countries. No separate permission or approval will be required for it. As far as the movement of people is concerned, a standard operating protocol (SOP) will be followed. All travel by trains and domestic flights will continue as it is.

Precautionary Measures

All those who are identified as vulnerable to the virus by virtue of age; older than 65 years or younger than 10 years, pregnant ladies, and patients with co-morbidities are advised to stay at home by the government. The system has also recommended to install and use the Aarogya Setu App and Ayush Kavach App as precautionary measures. The weekend lockdown which is being observed in the state from July 14 will continue, under which Lucknow along with other districts of the state will be under lockdown from Friday 10 pm till Monday 5 am. Those stepping out for any essential business or medical emergency should cover their face with a mask and carry sanitisers and disinfectants.

These guidelines have to be followed to the T and any carelessness or laxity in the execution of these by the people or the administration shall be punishable.

Independence Day Program

Any event organised in the honour of Independence Day on August 15 at any strata will have to follow the norm of social distancing and other health precautionary guidelines very strictly. Permissions will be granted only if proper arrangements to confirm these are present.
