Following Noida’s lead, Lucknow authorities are proposing to enforce stricter pet regulations due to a rise in dog attacks. The new guidelines mandate that all dogs wear muzzles during walks, while owners must carry scoops to clean up after their pets.
The move comes following official data that reveals a glaring gap in pet registrations. Only 10,000 dogs are legally registered in the city, out of the estimated 60,000 dogs. This regulatory lapse has contributed to nearly 300 dog bite cases being reported each month, prompting urgent civic action.

Authorities are tightening controls on powerful breeds like Pitbulls, Rottweilers and French Mastiffs following multiple tragedies, most shockingly when a senior citizen was mauled to death by his own Pitbull in Kaiserbagh two years ago. The upscale Vrindavan Colony has emerged as a hotspot, recording two dozen attacks since 2020, including a gruesome case where a toddler suffered deep limb injuries.
The urgency for reform became undeniable after January’s horrific incident, wherein a commuter fatally crashed his scooter while fleeing a pack of chasing strays in Chinhat. Under the proposed bylaws, owners will face substantial penalties for violating mandatory safety protocols including muzzle use and immediate waste cleanup during walks.
