Mumbai is finally set to roll out legal bike-taxi services later this month, following the Maharashtra government’s formal notification of the Maharashtra Bike-Taxi Rules, 2025, on July 4. The new policy marks a major shift in urban mobility, aiming to bring eco-friendly, last-mile transport under a regulated, safe framework.
Once implemented, commuters will be able to legally book electric bike rides via apps like Rapido and Uber Moto, offering a quicker, greener way to navigate the city’s traffic-heavy streets.
E-fleets, verified drivers & real-time tracking
Under the new policy, companies like Rapido and Uber must obtain a five-year license, with at least 50 electric two-wheelers in their fleet, aligning with the state’s green mobility goals. Drivers will need commercial licenses, PSV badges, and must pass police verification; criminal records disqualify applicants.
Aggregators must set up a 24×7 helpline or operate through a certified digital platform to manage feedback, address grievances, and respond to emergencies in real time. The policy includes safety features like ₹2 lakh accident insurance, real-time emergency response, and regulated fares.

The move follows years of illegal operations, exposed recently when Transport Minister Pratap Sarnaik booked a Rapido ride undercover. Despite FIRs against unlicensed aggregators, demand persists. Experts say regulated bike-taxis could ease congestion, cut emissions, and create jobs, but success hinges on strict enforcement and fair wages for drivers. For now, Mumbai waits as the city balances convenience and compliance in its mobility revolution.
