With monsoon on its way, Brihanmumbai Municipal Corporation (BMC) has flagged 134 buildings across Mumbai as unsafe in its 2025 survey. Categorised as ‘C1’, the ‘most dangerous’ category, these structures have been deemed unfit for habitation.
Bandra and Khar (H/West Ward) report the highest count of unsafe buildings, with 15 structures each flagged as dangerous. Of the total buildings marked unsafe, 77 are still occupied. The remaining 56 of these are caught in legal disputes or under court stay orders, hampering evacuation efforts, said report.
What is the ‘C1’ classification?
According to BMC’s 2025 pre-monsoon structural audit, C1 buildings are those deemed unfit for habitation and at risk of collapse. These structures are considered highly unsafe, particularly during the monsoon, when heavy rains further weaken building foundations.

Other wards such as G/N (Dadar-Matunga), L (Kurla), and R/South (Kandivali West) have between 6–8 buildings. To encourage evacuation, BMC has cut water and electricity supply to some of the C1 buildings. Notices have also been issued, directing residents to vacate within 15 days to avoid potential disasters during the monsoon.
Sharp decline in dangerous structures since 2023
There has been a notable reduction in the number of dangerously dilapidated buildings in Mumbai over the past three years. In 2023, BMC had flagged 387 structures as unsafe. This number dropped to 188 in 2024 and 134 in 2025. Civic officials attribute this steady decrease to timely evacuations and demolition drives.
