In a recent development, the Uttar Pradesh Government has approved the Bed and Breakfast (B and B) and Homestay Policy 2025, aimed at expanding accommodation options for pilgrims across the state. According to the Principal Secretary (Tourism), the policy addresses the frequent lack of available lodging during peak seasons at religious and tourist destinations. Hotels are often fully booked, leaving devotes with no alternative. This policy will allow local residents to register homestays and offer rooms to travellers.
Homestay eligibility and duration
Residents living near religious or tourist sites can now register one to six rooms, housing up to 12 beds, as homestays. Guests can stay for up to seven consecutive days, with an option for extension upon renewal.
Homestay registration will be managed by a district-level committee led by the District Magistrate and Superintendent of Police. Registration fees range from ₹500 to ₹750 in rural areas, and ₹2,000 to 3,500 in urban areas.
Previously, many homestay operators were only listed on the central government’s NIDHI+ portal. With this new streamlines process, they can now register locally by obtaining a no-objection certificate (NOC) from the relevant authorities.

The policy further includes financial support and incentives to encourage locals to open homestays and B and B units. Officials believe that it is not just about accommodation, it’s about generating income and employment at the grassroot level. This initiative will contribute to both economic growth and a stronger tourism ecosystem.
