Nearly 25% of the work on the underground subway, linking Mantralaya to the upcoming Vidhan Bhavan Metro Station, has been completed. According to the plan, this new subway will include a dedicated passage exclusively for government employees, facilitating seamless movement between the buildings. This project, a part of the Colaba-Seepz Metro 3 line, is on track to be operational by June 2025, according to a Metro Rail Corporation Ltd (MMRCL) official.
As per reports, “all secant pile work has been finished, with excavation under Madam Cama Road and base RCC slab work now underway.” The construction is being carried out within the high-security zones surrounding the state secretariat and Vidhan Bhavan.

Government employees will have direct access to the ministry, Vidhan Bhavan, and the new administrative building upon disembarking from the metro, via a restricted passage exclusively for their use.

Metro 3 Subway Project races to meet deadline
The second phase of the Metro 3 line, connecting BKC to Cuffe Parade, is set to begin passenger service by June. The plan is to launch the subway alongside the second phase of Metro 3, ahead of monsoons.
The initial target date was December 2023. However, progress was slow due to security clearances in sensitive zones, such as Mantralaya and Vidhan Bhavan.
