The Kanpur Development Authority has decided to employ remote sensing applications to verify properties and keep a watch on illegal constructions across the city. This decision was finalised in a meeting of the development agency, which was employed to explore the use of technology in identifying the KDA assets. The plan will further chart a digital imaging layout here, assisting the agency to check any irregularity in the set norms, efficiently.
A technology upgrade for the KDA
The Vice-Chairman of KDA and other officials discussed the applications of the remote sensing technology, with a scientist at the Remote Sensing Application Centre. As per this meeting, it has been decided that the software will take in images collected by the India Cartosat satellite of the Ministry of Science and Technology, to prepare a virtual graph of the property landscape in Kanpur.
The primary objective of this meeting was to identify where technical assistance can quantify KDA assets, by the addition of digital value. The remote sensing application, thus, has been marked as essential in checking illegal installations or encroachments across the district.
Besides, it can also validate residential properties of the KDA. This additional support will help the KDA to allot buildings, falling under vacant or un-allocated plots/buildings categories, to manage and increase its revenue.
As per reports, the VC has also directed concerned officials to work in coordination, across all sectors and departments, to bring all city developments on a single platform. The convergence, he stated, will ensure that the assigned work is executed within slated deadlines.
Special 5-member committee to ensure no dispute over allotted land
The Vice-Chairman also reviewed the complaints received during the ‘Janta Darshan’, read reports. Most of these complaints stated that the land allotted by KDA via sales deeds, were disputed and could not be exercised for possession. In line with the nature of these grievances, the authority added that a physical inspection would be better, prior to a sale-deed execution. Designated officers have also been tasked to seek reports from concerned departments to ensure a no-dispute clarity over the land or building.
For this, the Vice-Chairman has also asked the officails to draft an SOP by creating a 5-member committee, under the chairmanship of an additional secretary/in-charge of the law department. The special task force will study the stages of execution of sales deeds, to ensure that there is no dispute between the KDA and the allottees. A procedural report regarding the same has to be prepared by the committee members, within the next 10 days.
