In a nationwide assessment conducted by the NITI Aayog, Lucknow’s Balrampur Hospital has been ranked first in the outpatient department (OPD) consultation category, amongst more than 700 government centres. This analysis was performed for the Union Ministry of Health and Family welfare, wherein the hospitals were judged on 10 key indicators across areas of process, structure and outcomes/output. Notably, five other hospitals from the state have also secured top positions in this evaluation.
6 UP hospitals bag top positions in the assessment

Apart from Balrampur Hospital, three other hospitals from UP were also ranked as top performers in the OPD consultation category. As per records, a total of 85 doctors saw over 50 lakh patients at Balrampur Hospital, over a period of 309 working days in 2018-19.
Besides, a team of 20 doctors catered to over 6 lakh OPD patients in 310 working days at Aligarh’s Malkhan Singh District Hospital. In addition to this, Firozabad’s RNM District Joint Hospital witnessed more than 2 lakh patients in OPD, under the care of 7 doctors while District Women’s Hospital in Mau received 3.8 lakhs patients in their OPD, who were treated by 6 doctors.
Further, Prayagraj’s Tej Bahadur Sapru Hospital and Kannauj’s Combined District Hospital managed to secure top positions in the nation, in surgical productivity and ‘ratio of paramedical staff in position to IPHS Norms’ respectively.
Assessing ‘The Health of Hospital’

The background document on the exercise titled, ‘The Health of Hospital’, said, “Despite large funding allocation for district hospitals, as well as their critical role in healthcare provision, there is no comprehensive system to assess their performance based upon their outcomes.” It showed a list of pointers for analysis and their respective weightage were determined after discussing with the state officials. Besides, inputs were also taken from the Health Management Information Systems of the hospitals.
Before declaring the ranks in an official report, the NITI Aayog has asked for a background note of the best hospitals in a pre-decided format. It would be used as a framework for the future. Further, the NITI Aayog has also sent a letter to the Additional Chief Secretary Amit Mohan Prasad for identifying the areas of improvement.
