All cities in Rajasthan, even those that do not have a zonal plan, are likely to witness the regularisation of colonies on agricultural land during its six-month-long ‘Shahar-2021’ campaign. As per reports. the state is currently mulling over a proposal to generate lease deeds in about 184 cities here, that have less than 1 lakh population. Once passed, the order will bring relief to smaller cities that do not meet the High Court instated criteria for the process of regularisation, read reports.

In a recent order of the High Court, the Judiciary had asked the state to ban the regularisation of illicit colonies in cities in the absence of zonal plans. The new order comes to the rescue here to highlight that it is practically unfeasible for the Urban Housing and Development (UDH) to implement zonal plans in all local bodies, given the time crunch. As such, the proposal seeks to appeal to the Court to permit the regularisation in such cities, regardless.
The administration was earlier aiming to issue 10 lakh deeds during its ambitious Shehar 2021 campaign, where the regularisation of colonies on agricultural land was pegged to be the scheme highlight. An estimate of 7-8 lakh houses, partially or fully constructed on agricultural land are awaiting title deeds and the high court order impedes this, added reports.
As per reports, there are around 184 small cities in Rajasthan that do not have layout plans. Sources informed that legal advice will be roped in to present the case in court. The process of regularisation will begin soon after.

The Town Planning Department, on the other hand, has kickstarted the implementation of the zonal development plan in cities with over 1 lakh population, in line with the High Court Directives. While capital city Jaipur already has implemented zonal plans, the move will pave the way for landowners to get lease deeds in the other 28 big cities of the state.
Besides state capital, now odhpur, Kota, Bikaner, Ajmer, Udaipur, Bhilwara, Alwar, Bharatpur, Sikar, Ganganagar, Pali, Tonk, Kishangarh, Beawar, Hanumangarh, Dholpur, Sawai Madhopur, Churu, Gangapur City, Jhunjhunu, Baran, Chittorgarh, Makrana, Hindaun, Nagaur, Bhiwadi, Bundi, Sujangarh, Banswara also have zonal plans, added reports.
